In an interview with Famitsu this weekend, Todd Howard stated that Starfield will receive official mod support early next year. This will likely be the equivalent of the Creation Kit that both Skyrim and Fallout 4 use.
Even without official modding support, creators have already been modding Starfield to overhaul its UI, change space travel and even change the overall look and feel of the game. However, Creation Kit will make the process of creating mods that much more accessible while also expanding the modding options.

With other Bethesda titles, modders have used the Creation Kit to create new quests and even areas. With a game like Starfield, the horizon is broad for what modders can create and add when the official tools go live.
The interview also confirmed that post-launch content in the form of a DLC is already underway; however, this was something that Todd Howard refused to elaborate on further than saying when the DLC will be released is a secret.
