And that’s the first step on the road to recovery, boah.
Rockstar Support is “currently working on a fix” for the widespread issue with animal spawns in Red Dead Online.
We are aware of player reports of low animal counts in Red Dead Online while playing in certain sessions. We are currently working on a fix and will provide an update as soon as we have more information. https://t.co/9CoDbUUDOs

So, I guess complaining a lot works? By “certain sessions” they mean almost every console player in a session with more than 17 people.
On a possibly related note, Rockstar services supporting Red Dead Redemption 2 cloud saves and Red Dead Online will be temporarily down for PlayStation 4 players on 5 February, between 08:00 and 10:00 SAST. If this does involve a fix for any of the numerous issues, I assume Xbox will get the same treatment a month or so later, because that’s how Rockstar rolls.
Oddly, this announcement came on the same day that I happened upon a bison for the first time in months. I had to kill it for the Daily Challenge reward, but, y’know, it was there.
